WBPL Policies & Regulations

Sanctioning & Ruleset

  • All events are sanctioned through USA Volleyball and will use USA Volleyball rulesets.  

 

Registration

  • Registration will happen only through AES.    

 

Acceptance in Tournaments

  • Payment is required for teams to be accepted in AES.  Acceptance is based on the timestamp of registration and payment being on file.

  • Teams who cancel more than 14 days prior to the tournament date are entitled to a refund, less a $50 cancellation fee.

  • Teams who cancel 14 days or less prior to the tournament date are entitled to no refund. 

 

Participation & Membership

  • All participants will be USA Volleyball members.

    • Adults required to register with the RVA are required to register in the geographical area in which they reside or in which their club director is registered.  (USAV Op Code 5.02.D.1.a.i)

    • Juniors required to register with the RVA are required to register in the geographical area in which they reside or in which their club director is registered.  (USAV Op Code 5.02.D.1.a.ii)

    • Individuals and teams shall register in the same RVA in which the Club is registered. Each Club shall register with one RVA, as determined by the principal address of the designated club leadership and where the majority of its members reside.  (USAV Op Code 5.02.D.3)

  • Regions will honor one-event memberships.

    • To reduce barriers to entry, all regions are strongly encouraged to offer one-event memberships.

    • Note – one-event memberships occasionally do not appear on SE or AES rosters. 

  • Foreign teams and participants will be registered through USA Volleyball’s process.  Teams or tournament hosts can communicate with region staff and/or USAV directly.

    • USAV’s process does not require tournament hosts to collect documentation, insurance information, etc.  All is sent directly to USAV.

 

Uniforms

  • While USAV guidelines should be adhered to as much as possible, lack of compliant uniforms will never be cause for denial of participation. 

    • All uniforms must have numbers.

    • Liberos must wear a contrasting uniform.

    • Note – teams who intend to play in events outside our three regions should be aware of uniform guidelines and that uniforms allowed to “pass” in our regions may not be allowed to do so at other events.

 

Officiating

  • Teams should endeavor to have a minimum of two certified scorekeepers and one certified coach on their rosters and in attendance at all events.

    • Failure to meet these minimums is not cause for denial of participation. 

    • Teams may be required to participate in additional training if on-site referees find teams significantly below standard.

  • At a minimum, day officials should be used per region policies. 

    • Owners/hosts can work to have R1s on each match if possible (depending on availability and other events). 

 

Rosters

  • Rosters will be built through USA Volleyball’s SportsEngine MMS.

    • Clubs are encouraged, but not required, to sync their MMS rosters with AES.  However, this is not a requirement of tournament acceptance nor participation.

  • Tournament hosts will allow members to be hand-written on rosters.  Members can be verified by communicating with region staff on the day of a tournament.

  • Rosters will be printed and turned in on site at events.

  • Rosters will be submitted to the host region office following the event. 

 

Results & Ranking System

  • Results will be posted in AES and entered live during tournaments when possible.

  • Results will be used to create a ranking system published online.

    • Note – CEVA ranking system (based on size of field and final finish) attached to this document as a template/starting point. 

 

Other Policies

  • Teams may play with less than six players on the floor if injuries or numbers dictate.

Players can participate in an event for a different club than they are affiliated with in the MMS with the approval of both clubs involved, and the office staff of the region in which they’re registered.
